This course is designed to introduce non-aviation
professionals to the basic concepts and terminology used in
aviation. The Primer is the first part of a three part course
that will be developed for airfield infrastructure managers. This
course will focus on the preservation, rehabilitation,
maintenance and management of small and rural airfield
infrastructure. This course includes the "Primer" for
those who are not familiar with aviation, and is offered as a
self paced WWW based course. The second part is a two or three
day shortcourse/workshop that will be taught at airfields and
includes both classroom and field elements. The third part of the
course is an application or synthesis component that is offered
through the web or other distance education formats after the
airfield segment. This third section will provide an opportunity
for the course participants to apply the material that was taught
at the airfield workshop as well as providing an opportunity for
continued dialog with each other and the instructors. Completion
of all three parts will lead to certification.

presented June 14, 2000 at the Conference on the Revolution in
General Aviation on the campus of Oregon State University.
