I've been maintaining a list of software for decision analysis
for INFORMS' Society for Decision Analysis. The list is pretty
much up to date (please do let me know in case I missed your
favorite package) and available at:

You can also get there through the INFORMS SDA pages.
At the bottom of that page, I have a link to Russell's list,
which did a good job on free software for processing uncertainty.
Given Russell's lack of time, I will be glad to extend my list
but the software has to support decision making to qualify
as decision analysis software and be of interest to the SDA
folks. We should perhaps consider creating another list
of packages doing pure uncertainty processing for UAI use.
I will give it a shot some time this fall if nobody volunteers.
